The Director Incubation is responsible for the design and execution of incubation across the 15 districts of Purvanchal, and for guiding and supervising the Udyam Corps and Mitra across the network offices. Digital Centre of Excellence (CoE) is one of the six CoEs at JECP Centre, which will focus on innovations relevant to small towns and districts, what we call Middle India. We define Innovation in the context of Middle India as Middle India innovation refers to new and improved ways of addressing challenges or opportunities that are in Tier 2 and Tier 3 districts, usually involving people and resources from such locations. They can also bring expertise from more developed innovation ecosystems in metro districts. The objective of Innovation in this context is to be connected to the downstream Incubation process, which has been in running for the last 2 years and has recently accelerated through the ACIC program.
ROLE DESCRIPTION
The role of the Innovation CoE Director is primarily to set up and run the Digital Centre of Excellence, ensuring that it delivers its intended impact. This is broadly based on three areas of work on Thinking (Research), Doing (Implementation), and Being (Relationship / Ecosystem). The Director will have to personify all these three areas, with the team under him focusing on each of the three.
Research
The Director will ensure that the research – local and national/global – is carried out to bring relevant and contextual innovations to the Digital CoE. The Research Manager will be directly reporting to the Director. In this, he/she will have to look at both research from local sources of innovation as well as innovations that are national and global which can be adopted locally.
Implementation
The Director will ensure the implementation of the documented innovations through the Incubation process. The Operations Manager will be directly reporting to the Director. In this we anticipate a relationship with the downstream incubate companies which can implement the innovations seeded by the Digital CoE.
Partnership / Ecosystem
Understanding the local context and culture to assess and advance the innovation will be an important role of the Director. He/she will thus ensure that an innovation ecosystem is fostered, advancing regional development. This is a primary responsibility of the Digital CoE Director, where the person has to build relationships, mostly with corporates and other innovative bodies, focus on ecosystem creation involving local institutions and individuals, and manage the revenue and profitability of the CoE.

The role of the Innovation Manager – Research will be around the following two aspects:
Inside-Out Research on Innovation
The Inside Out approach refers to research on the local innovations, developed or conceptualized by the incubated entrepreneurs at the JECP or by local aspiring innovators or by ecosystem. Here the role will involve understanding the local environment, probing the incubate companies and any individual who has undertaken innovation and create a framework for institutionalizing that innovation so that it can be scaled up. This scaling up can be done through local incubation, and it can also be exported to other regions nationally and internationally.
Outside In Research on Innovation
The Outside In approach refers to research on national and global innovations that can be replicated in the context of Middle India. In the context of the Bioregional Centre of Excellence, many innovations in sustainability across India and the world would be suited for implementation in a Middle India setting. This would require researching online, discussing with other innovation institutions, speaking with sector leaders nationally as well as corporate partners who are sponsoring the CoE.
Building a new ‘economics’ for Middle India
The CoE aims to develop new methods and metrics to understand and measure holistic economic /social growth of a ‘Middle India’ region, which integrates environment, local assets like soil, air and water, and biodiversity, and builds measures to quantify key concepts like decentralization, circular economy, etc. The Manager will require expertise, experience and passion to develop such methods, and implement them through the CoE and JECP. Given the cross-functional relationship among the CoEs,, the Manager will be required to collaborate with a wider domain.
The Manager will also collaborate with the Digital Library at the JECP for exchange of knowledge and data, ensuring that the research work is added to its repository.

Background:
JECP is constructing an incubation and innovation centre on a six-acre land at Barpar, Deoria, UP. The centre is a mixed development with office spaces, a multipurpose hall, and a residential complex for the employees and support staff. It has recreational facilities and a food court. The first block which houses the multipurpose hall is almost complete. This position will be responsible for the complete management of the project. This note outlines the Job Description of the project manager, role requirements, remuneration, and other benefits for a formal recruitment process to commence.
Functions of the Centre:
The functioning of the centre can be described through the 3 x I = India framework. Incubation, which is ongoing, Innovation, which is starting with the funding and seeding of the central block, and Inspiration which has partially started and will further accelerate as participants, school, and college students start visiting the centre as it commences operations.
Incubation is defined by the 6 M process, which will be followed at the main centre as well as at each of its network nodes. The 6M process has a full operations manual that has been designed, and which is being used at the Deoria base, to be extended to the network offices as they are being opened.
Innovation is defined by the 6 CoEs, each of which has been strengthened over the past financial year, and each is now being nurtured by a CoE leader, and where funding is being secured. The innovation process is not as well developed and the centre in charge will likely have to play a role in developing it with the CoE Chairs as well as the sponsoring companies.
Inspiration will happen when the campus is up and running. However, by advertising the architecture and the building, inspirational messages are already being circulated in and around the districts.
